This is a happy vintage clowns toy by Texas Instruments

He talks! each (double sided) section of his head can be removed, and each time a piece is removed or replaced, he says something about it (a little rhyme)

Dated 1991, he comes in fully working and good condition (some wear to his red nose finish)
